RESPONSIBILITIES

Under the direct supervision of the Youth and Trade Associate Programme Officer and the overall guidance of the Project Manager for YEP and JSF the TVET Expert Consultant will be responsible for the following duties:

The main outputs/deliverables for the International Consultant under this engagement are:

  • Take part in meetings of the TVET Committee for the implementation management of the TVET Roadmap with stakeholders:
  • Support MOHERST in the preparation of presentations and other materials on selected key thematic areas relevant to the Roadmap implementation in a compelling and thought provoking way.
  • Animate and play a "thought-leadership" role during the stakeholder consultation. The International Consultant should provide technical elements to the discussion that help generate consensus and allow members to take informed decisions on the future of the TVET system.
  • Present the advancements of the activities being implemented under the TVET Roadmap to the stakeholders.
  • Specifically appraise stakeholders on the advancement of the SSCs’ work and gather inputs on required corrective actions.
  • Provide backstopping to MoHERST coordination unit and the TVET Committee in the implementation of the TVET Roadmap
  • The consultant provides backstopping support to the TVET Committee and the coordination unit located in MoHERST in coordinating the implementation of the TVET Roadmap.
  • The consultant advises in the decision making process of the TVET Committee regarding prioritization of the TVET Roadmap implementation.
  • The consultant recommends possible implementation partners at the regional and international level for key activities requiring support.
  • The consultant helps the coordination unit in MoHERST to prepare project concept notes and ideas for resource mobilization on unfunded priority areas.
  • The consultant supports in advocacy, lobbying or communication required to support the implementation of initiatives under the TVET Roadmap.
  • Support the roll out of the pilot apprenticeship and internship programmes as recommended by the Sector Skills Councils, TVET Committee and TVET Roadmap
  • The consultant supports the design and implementation of the pilot apprenticeship and internship programmes in coordination with the Sector Skills Councils and the TVET Committee by preparing concept notes and consulting with local stakeholders
  • The consultant advises in the decision-making process of the Sector Skills Councils regarding the implementation of the apprenticeship and internship pilots
  • The consultant supports and advises on the coordination with TVET Committees and local ITC-JSF team for the planning of activities under the pilot apprenticeship and internship programmes
  • The consultant supports in advocacy, lobbying or communication required to support the implementation of initiatives under the pilot apprenticeship and internship programmes
  • Support in the implementation of technical and vocational skills development activities
  • The consultant supports and advises by examining, identifying gaps and evaluating the current status of TVET at national and sector level
  • The consultant recommends market-based and demand-based skills leading to employability for both young men and women
  • In collaboration with MoHERST and the National Accreditation and Quality Assurance Authority, the consultant recommends and contributes to sustainability plans for skills related project interventions, and supports the capacity building of local expertise in technical and vocational skills

Internship Pilot – App Development


  • Coordinate with the ICT SSC on the application development course, including feedback and reporting on the course roll-out

  • Liaise with the TVETs regularly to ensure the student recruitment and curriculum are being delivered smoothly and attended by students and the course roll-out aligned to specifications.

  • Liaise with ITAG regularly to ensure internship opportunities have been secured and internship assessments are conducted regularly

Sector Skills Councils


  • Support the running of the SSCs by liaising with chairpersons to agree agendas, co-ordinate in the setting up and running of meetings with NAQAA and facilitate meetings

  • Facilitate the implementation of the sector strategies action points by aligning action plan activities where applicable to those within the TVET Roadmap (e.g. RPL assessment, capacity development etc)

  • Facilitate the implementation of the sector strategies action points by scoping activities not being taken as part of the TVET Roadmap and support the SSC in presenting them to the TVET Committee for support

  • Support the SSCs and NAQAA in the development of a new sector qualification framework building on occupational standards in coordination with NAQAA and SSC members, including outline development pathways on which qualifications need to be developed, identify existing occupational standards that could be used in the Gambia, and support the SSC in bringing together TVET providers to encourage partnerships to develop new qualifications

TVET Committee and Sector Coordination


  • Coordinate with the TVET Committee, TVET Unit and KOICA project for the integration of the apprenticeship framework into the apprenticeship policy

  • Provision of support and training to the TVET Unit on policy implementation, in line with the newly developed TVET policy

  • Provision of support and training to the TVET association (NAVSTI) on key required topics such as best practices from other countries and teacher training framework development, and other as required by the TVET Unit

  • Timely support and backstopping provided to the TVET Unit in MoHERST for the implementation of the TVET Roadmap in close collaboration with the national project team

QUALIFICATIONS

Education 

 

Postgraduate degree (MA/MSc/MBA, PHD or other)

Advanced degree in skills development, behavioural studies, sociology or similar.

Extensive relevant experience may be accepted in lieu of the university degree.


Work Experience 

 

Required experience: 10 years

Desirable skills and experience: 10 years of experience in the management and/or consultancy of TVET projects in developing countries. A thorough knowledge of the Gambian institutional landscape particularly in the area of TVET.


Language


Advanced knowledge of English. Understanding of French is an asset.
